You'll see the penalty in your Search Console -> Manual Actions. You'll probably get notified via email too.

But lately search engines (at least Google) have evolved so far that they use artificial intelligence (machine learning) algorithms. They update in real time. There have been some rumors going around (which I believe are true) that Google avoids penalizing websites, they just devalue the bad backlinks. This way, the spammer/Black Hatter won't even know they got penalized and they won't start a new project (ie less spam).

You can also follow your rankings and search positions. Either manually or with a keyword tracking tool. Once/if you see a sudden drop - you were penalized.

If you'd want to check if a specific website not owned by you was penalized, then you can't. You can try using an online tool, but they aren't very accurate. Google it and you'll find a few tools to check if a website was penalized.

If it is a manual penalty then you can easily tell in the Google Search Console but if it's an algorithm penalty then it's going to be hard to be able to tell as those are not listed in the Google Search Console or anywhere else.

Google penalty is the worst thing in the online marketing. Google search console is the best & most trusted source to find that your domain is penalized or not but apart from the search console must check from Frutition penalty checker tool also which tells you the drop of traffic respective of the google updates.

Check your account's webmaster tools for any errors (that's the first sign)

If you are using any keyword rank tracker like serpmarker or serpbook to track your rankings , then you can easily tell if you've hit a penalty when you notice massive drop in rankings and traffic

First their is no tool to know your website is penalized or not.
If Your Website is penalized than your keyword ranking will be droped instantly.
There is a way to check if your website is penalized

Code:
site: www.yourdomain.com
If Google removed all indexed pages from search engine results then your website is penalized.

Drop traffic doesn't say that your website was penalized because sometimes your keywords can dance :)

I think you will know if some days your website's traffic suddenly drops and your keywords disappear on top pages. And according to that your site's activities will also reduce too.

You can use the Google sitemap tool to check if Google blocked your website. They alert you there for any security error.

Kindly verify your website with Google webmaster tool with the described way on Google webmaster tool home page. There have 2 types of penalty that Google webmaster tool can identify- 1) Manual penalty- It can be affecting of some pages of your website. 2) Algorithm penalty- This is a result when google is continuously changing to their ranking algorithms.

Second option- Search on Google about Google analytics website. This is the best way to check your website is penalized with Google by checking Google analytics and Google review organic traffic.

It says right in the article...

#2 Algorithmic Penalty: This is the most common type and it is automatic. Algorithmic penalties are not reported to webmaster tools and there is no option to fill in a reconsideration request.

If you're using Google Webmaster Console, then you can see that it may easily notify you if you get de-indexed. You can also get warning for any issue with your site. That can be displayed on the dashboard. You can view those sort of issues on the dashboard and make sense of that part. In case of the sandbox and ban, google definitely notifies you in the search console. But in those cases you can find it out yourself.

That is incorrect. Google has never admitted that any kind of sandbox exists, so they certainly are not going to notify you of anything about in the Search Console. They will notify you of manual actions taken against your site by them, but they do notify you of algorithmic bans or penalties that impact your site.

That is true, google never admitted about having sandbox. But people who didn't got their new domains and websites seem to think otherwise. Besides if such domains get added to search console. It won't show any indexed links in the console. So that's something about sandbox. So kind of debated but console can be the place to know about it indirectly.

Let's keep track of how to track and identify Google penalties.

Step 1: Sign in to Google webmaster tools

If you have not registered your site with Google webmaster tools, this is the time to do so and you can read the beginner's guide to Google Webmasters. Webmaster tools are the means used by Google to communicate with webmasters and inform them about potential problems their site may have and this includes penalties.

Before I came up with exactly where you might find this in webmaster tools, I mentioned in advance that there are two types of penalties, and it is important to know the difference.

Type 1 - Manual Penalty: A person (probably from Google's webspam team), impose a penalty on your site. This can happen for a number of reasons and it can be a page or multiple pages on the web, ie only affecting some pages of your site.

When this is the case, Google will give you a hint of what the problem is with a list of actions that you can take to fix the problem. Once you make the necessary changes, you can file a reconsideration request and they will let you know if the penalty has been removed.

Type 2 - Algorithmic Penalty: This is the most common type and it is automatically integrated. Penalty algorithms are not reported to webmaster tools and there is no option to be asked for a review. They only show how to know if your site is attacked by an automatic penalty.

The algorithmic penalty is a result of continuous change from Google that makes their ranking algorithm (which is also the name of the animals mentioned above becoming more important to the administrators)
