When you will choose with .com, .net. .org, .gov, .edu? and it is possible for an individual to register .gov, .edu domain name?

There is two category in the for the domains :

1) The gTLDs (generic top-level domains) are global extensions. Because they have worldwide recognition, they appeal to all kinds of customers.
Examples include .com, .net and .biz.
If you want to see each extension here

2) The ccTLDs (country code top-level domains) are country- or region-specific extensions. They're great for connecting with customers in specific locations. Examples include .de (Germany) and .eu (the European Union).
If you want to see each extension here

And if .com, .net or .org a available for anyone, the .gov is not available for sale currently ^^

You can not purchase any government domains as those are restricted to the government.
There is a difference in each domain each stands for something and is meant to be used for that however many use unrelated extensions and still have great success with their websites.

It would be easier for the user to remember if the extension was related and may even make it your origin clear.
e.g. we are a UK company so we own a .co.uk domain while at the same time owning a .com domain due to its popularity.

Each domain name has a different value with it. .com, .net. .org, .gov and .edu are used as follows-
.com- For commercial websites
.net- For network related websites
.org- For non-profit websites
.gov- For government entities websites
.edu- For educational institutions' websites
You can register .edu only if you're an educational entity and .gov only for governmental usages.

That was rule before marketers and affiliates come to scene.

Today you can buy .com .net .org as an individual many marketers when they cant buy .com (they think that .com is better for SEO) they go for .net .org and .info domains.
But you can buy domains for special niche like: .directory .hosting .host .top .company .co .party
Some country tld's is also available for individuals: .me .uk .eu(eu residents)

If you are looking for high value as in resale value, then if all things are equal then a .com will always be worth more. If you COULD get a .edu or .gov then there would be quaite some value as regular people can't register or use these.

Here are the extensions that you listed and their ability to be registered:

.com, .net. .org = Can be registered by anyone willing to pay the registration fees.

.gov = Only for government use and can only be registered by governmental institutes.

.edu = Can only be registered by educational institutes and not all can get them.
