Insurance is needed for any business, but your first layer of protection should be a solid terms of service absolving you of anything that could cause legal issues.
In terms of legal disputes you should never let things get that far.

You don't need Insurance to start a hosting company. You just need a proper T&C where most of the risk is handled. Just make sure you have policies against hosting illegal content. It is important to take care of the business viability and technical stuff first.

Say you're a one person host, and you use a laptop to connect to your servers and customers....what happens if the laptop is stolen or lost during a commute?

One person host with laptop has to many problems then insurance. He should not be in the business with a laptop as a server.

The laptop is not the server. The laptop is used to connect to the server among many other things.

Take a web designer for instance. They can meet clients at a coffee shop or any place with WiFi, and do some initial work with the client. They can use the same laptop to connect to WHMCS that's installed in a remote server. They can also use that laptop to connect to client accounts through WHM or SSH. They log in anywhere and support issues. The websites are not on the laptop, but the laptop is an essential tool for work.

You should eventually have insurance for any business. With web hosting, as long as you comply with any legal entities and specifically state that illegal content will not be tolerated, you usually have nothing to worry about. I mean your renting out a product, as long as you tell them about scheduled downtime etc i don't see what would cause enough damage where insurance has to get involved.
