I want to move my VPS to a VPS cloud next months but I have no experience on choosing cloud hosting. Anyone suggested me how to check and what features do I need to focus when go with a cloud hosting?

Hi !
You only need "Cloud" Hosting if you are planning to create a very scalable platform with virtual networks load-balancing or to resize a VPS on the fly.
And be careful as most of Cloud Hosting offers are only classic VPS. But if you are not looking for one of the features I have cited, just take a better VPS, or a small dedicated to manage yourself your VPS.

Cloud as rightfully explained by VirtuBox however I would also add that not only scalable platform and benefit from cloud VPS.
Look for SSD drives, the OS availability and OS prices, security and most importantly support!
I hope to never see a Cloud hosting without SSD drives ^^

I heard that "Cloud hosting" is 100% uptime and host will never be down, is it true? I don't know what features on Cloud are better than a VPS, because it is flexible platform which I can resize everything like RAM, CPU, Disk space...etc?
Properly managed a cloud hosting platform should have not any downtime. I'm using VMware vSphere to manage my VPS and it give the ability to manage your dedicated servers as Cluster. Which mean I haven't to worry about where is stored a VPS and if an server fail, it will not affect any VPS are they are stored at several hosts at the same time with enough data in each to run the VPS even with a dead server.
But if you have good VPS Hosting, it should already use a similar platform.

Sadly, nothing is truly 100% uptime. We have servers that have had 0 downtime in over a year, and we guarantee 100% network uptime SLA, but there is still a possibility.

Amazon is probably the closest thing to a true cloud hosting with high uptime. But, they still have downtime.

Cloud hosting has become too much of a marketing gimmick and there are a lot of providers offering "cloud" hosting without the necessary redundancy.

IMO, cloud just overcomplicated thing. If you need high availability, look into a custom clustered solution. If you need scalability to handle large spikes, again, look for a custom load balanced cluster.

Cloud is more affordable for the end user, but more expensive for the hosting provider. This usually results in more customers being packed into the same servers to help offset the expense....

Cloud servers can have a 100% uptime for years to come, but that comes along with a hefty price tag. If the price would be similar to what you are paying for the VPS plan, chances are its not a true cloud service. Quality VPS plans can offer a better uptime than a low-end oversold cloud server. Not to mention that budget clouds possibly run on outdated hardware which is bound to failure.

What is the reason you want to move the VPS to a cloud platform?
