Are there any ways on how to identify and recover from a Google Penguin penalty?
Please share your suggestions

Did you see a ranking drop? Did you buy links from someone at a place like Fiverr, Warrior Forum? Have you been blasting your site with something like SEPuke X or GSA? Have you been building a lot of crap like profile links and forum signature links?

Then you may have been caught in the Penguin filter.

As far as recovering, the best way is to remove the links. Some people will tell you to use Google's Disavow Tool. I would work to get the links removed. The Disavow Tool almost never works to recover a site.

Exactly, my college hired a SEO service from Indians and they created hundred of profile links, after reviewed the first work they provide (SEO report) I stopped their service immediately and only used Google's Disavow Tool to remove a part of links and require them remove all links but not sure they removed or not.

Our site could get better traffic although we did more improvements as quality content and on page SEO but it's still not improved.

Putting links into the Disavow Tool does not remove them.

I would ask for the logins from the Indian SEO company and manually remove the links. That is the only true way to clean it up.

SEO services from India are lousy.
